Fulham are hoping to complete the signing of Olympiacos striker Konstantinos Mitroglou before Friday’s transfer deadline.
The Greece international, 25, is expected to move to Craven Cottage in a deal worth around £11m.
Berbatov, whose Fulham contract expires at the end of the season, has indicated that he would like to leave the club.
Spurs have not made an approach for the 32-year-old Bulgarian, who had a two-year spell at White Hart Lane before being sold to Manchester United for more than £30m in 2008.
Arsenal manager Arsene Wenger recently denied reports he was interested in signing Berbatov.
