Bournemouth, West Brom and Scottish rivals Rangers and Celtic are also said to be interested in the 20-year-old winger.
His Spurs contract expires at the end of the season and the speculation over his future comes amid negotiations over a new deal.
The Standard say Spurs would like him to sign a new contract and then go out on loan but that “a permanent exit cannot be ruled out”.

The Daily Record say Scottish giants Rangers and Celtic both want Souttar but that he would favour a move to England.
And it is claimed that QPR, who have a wealth of options at centre-back, are among those keen on him.
