Napoli president Aurelio De Laurentiis has suggested that Jorginho wants to join Chelsea rather than Manchester City.
City are keen to sign the Italy midfielder, 26, but he appears to be heading for a move to Stamford Bridge.
It follows reports that Maurizio Sarri, who looks set to take over as Chelsea boss, wants to make Jorginho his first signing.
Italian media reports have quoted De Laurentiis as saying: “If the player would rather live in London than Manchester, I can understand that.
“If Chelsea are paying him even more, I can understand that too. Jorginho and Sarri together again? Jorginho would go to Chelsea regardless of Sarri.”
The Brazil-born Jorginho, who has played eight times for Italy, joined Napili from Verona in 2014.
He has been linked with a number of Premier League clubs in recent months.
