The England Under-21 defender spent the second half of last season on loan at Sunderland and prior to that was on loan at Bristol Rovers.
Clarke-Salter, 20, has made two senior appearances for Chelsea, both as a substitute.
He is now set for an opportunity to play more first-team football after becoming the latest Blues player to be loaned to Vitesse.
Chelsea have a partnership agreement with the Dutch club, where Mason Mount impressed while on loan last season and the likes of Fankaty Dabo and Charlie Colkett have also been on loan.
